eServices platform for rural marginalized communities

This is the over-arching project of the Telkom Centre of Excellence for the 2010 to 2012 cycle. This is a built-up on the following previous two THRIP cycles :

  • 2007 - 2009 (Multi-function communication platform) : This project was a logical built-up of the eCommerce platform project. The aim of the this project was to extend the offering of eServices in Dwesa to include other relevant services. This therefore saw the development of eJudiciary and eGoverment services. At the same time the eCommerce portal was augmented with further functionality to increase its effectiveness (i.t.o. marketing and customer loyalty) and efficiency. The other component of the project focused on the supporting distributed network (WiMAX backbone with VSAT connection to the Internet), to provide mechanisms to ensure network reliability, to apportion network usage costs in a context-sensitive manner, and extend the reach of the network to the individuals (through wireless hotspots).

Some people believed that Mobile WiMAX was going to be the most popular wireless technology to provide the Broadband Wireless Access (BWA). This was mainly because of the FDD technique which LTE was using. However with the development of TD-LTE initially pushed by China Mobile and regarded as a mainly Chinese standard, similarly to TD-SCDMA, LTE is now being considered as the future technology.

As part of the providing hte functionality for the end-users to be able to create their own telephony services, we have to look at how those services will be accessed. So one option is to have a single extension that the users can dial into, and then have the system giving options of what services to access.

The SLL ecosystem

The research at the Telkom Centre of Excellence is undertaken within an ecosystem that supports and facilitates effective implementation of the ICTD intervention in Dwesa. The following are the immediate and the key entities that are involved in the work in Dwesa.

- Siyakhula Living Lab (SLL) : this is the entity that represents the project in Dwesa. SLL adopted the Living Lab model in 2008, to formalize what was already a multi-stakeholder, multi-faceted and multi-disciplinary intervention in Dwesa.
